Q: What is Staff Augmentation?
A: Staff Augmentation is a blanket master contract (BMC) for Scientific/Engineering  and Support Services  between COMPA and BEA that allows for the addition and reduction of contract labor based on a Level of Effort basis in combination with predefined labor categories. Staff Augmentation is not traditional commercial personnel placement or temp services.

Q: What is the scope of this Blanket Master Contract (What’s Covered, What’s not covered)?
A: The Scope of BMC 76472 is limited to Scientific and Engineering Support Services  and the qualifications for individuals utilizing the BMC are contractually expressed. Please follow this link to specific Job/Labor Categories and their respective skills/experience matrix. Keep checking this link, as we will be modifying it to demonstrate specific available resources (and/or people).

Q: If a current Staff Augmentation employee is with a company that is not a contractually named teaming partner, can they remain on staff augmentation?
A: Yes, but only as an employee of COMPA or one of the Team Members.  Contact your BEA subcontract Administrator for more information regarding this.

Q: If a current Staff Augmentation employee is employed by a contractually named teaming partner, can he/she stay with that company?
A: Yes, employee(COMPA Team Member) will resubmit resume and placed under this COMPA contract vehicle.

Q: Who are COMPA Team Members?
A: EG & G, NorthWind, Portage, Insei, PRC, Stoller, Marcom and MH Chew

Q: Will COMPA add teaming partners if the situation arises?
A: Because of the number of team members and disciplines covered by current team members, we have not considered any additional team members at this time. However if the team dynamic changes, as we progress in this contract and we find that we need additional resources, we may consider adding teaming partner(s). This will be decided amongst the team and finalized by COMPA as the prime.

Q: May managers contact Team Members directly about placement?
A: No, due to privacy restrictions and BEA’s Legal policies regarding privity, the proper communication channels must be followed.  You, as a requestor, are welcome to call COMPA directly to request multiple resumes for review or to discuss the availability of specific individuals within the team, however direct contact with a teaming partners are a direct violation of privity and must be avoided.  You may still contact COMPA or Team regarding general staff augmentation information, however requests are to go through BEA Subcontract Administrator and recruiting requests to COMPA POC (email address).

Q: Will the incumbent subcontracted employee’s benefits be effected under the new BMC?
A: If the contract employee is currently employed by an approved Team Member or COMPA, then no, the benefits would stay the same. If the contracted employee is changing from one employer to one of the Team members or to COMPA, the benefits will likely change. Benefits are company specific not contract specific.  The contract allows Team Members to provide benefits as competitive and rich as they deem necessary.  Holidays are consistent with BEA.

Q: What is the target transition time?
A: The target transition time from the time BEA Subcontractor receives an approved requisition from BEA Manager to the authorization of release given to COMPA/Team (a charge number is provided and badges can be re-issued) is a 3-7 days.
